Who to Call When a Rental Needs a Plumber
The Residential Tenancies and Rooming Accommodation Act 2008 splits every repair in a Queensland rental into two lists. Emergency repairs cover a burst water service or a serious water service leak, a blocked or broken toilet, a gas leak and a failed water or gas supply.
Flooding and a failed essential appliance for cooking, heating and hot water also sit on the list, as do repairs needed to meet the minimum housing standards. Everything else is routine.
Under the Act, a routine repair runs simply: the tenant tells the property manager or owner, and the repair has to be carried out within a reasonable time. For emergencies, the tenancy agreement names the nominated repairer and says who is the first contact.
Regulated work needs a licensed hand. Unblocking sanitary pipework, repairing broken pipes and swapping a fitting or fixture are minor work for a licensee, while changing tap washers or a shower head needs no licence. When the job counts as notifiable work, the licensee registers a Form 4 with the QBCC within 10 business days, and the copy goes to whoever engaged the plumber, such as the agent.

Tap, Shower and Toilet Limits for Rentals
A Queensland rental passes the water efficiency test when its internal cold water taps, single mixer taps and showerheads each run at no more than 9 litres per minute, and its toilets are dual flush. A compliant toilet uses no more than 6.5 litres on a full flush and 3.5 litres on a half flush. The average flush volume works out at 4 litres or less, taken from one full flush and four half flushes.
Only some taps count toward the test. Cold taps over a hand basin, kitchen sink or laundry trough count, mixers included. Bath taps, garden taps and taps feeding washing machines or dishwashers do not.
These limits are not compulsory for every rental. They are the test for charging a tenant for all of the water used.

Passing a Water Bill On to a Tenant
An owner or manager can pass a full water bill on to a tenant only when four conditions line up:
- the rental is individually metered, or its water is delivered by vehicle;
- the property passes the water efficiency test;
- the tenancy agreement states that the tenant pays for water;
- the tenant receives a copy of the bill within 4 weeks of the owner or manager getting it.
Two clocks then start. A tenant does not have to pay a bill that arrives after the first 4 weeks, and once a copy lands in time, the tenant has 4 weeks to pay it.
Only some charges travel with the bill. The State bulk water charge and the water usage charges can be passed on; the sewerage usage charge and the fixed water and sewerage access charges stay with the owner.
When the Check Finds a Fixture Over the Limit
- 1

We measure each fixture
We compare every indoor cold tap, single mixer tap and showerhead against the 9 litre limit, and each toilet against the flush volumes.
- 2

The WELS label tells the story
Water Efficiency Labelling and Standards (WELS) is the national scheme that labels each fixture with a star rating and its water use, so we record what each one claims and note any that fall short.
- 3

A licensed plumber replaces what fails
Swapping a tap or a toilet is regulated work, while anyone may change a shower head that still meets the standards. Our tap replacement and toilet installation pages cover the work itself. The check is a check, nothing more. It comes with no certificate, report or sign-off, and for fixtures made from 2005 onwards the Residential Tenancies Authority's guidance is to look for a WELS rating of 3 stars or higher.

Repairs in a Mostly-Rented Suburb
Census figures explain why so many of our visits start with a tenant's call. At the last count Nundah held 3785 flats and apartments, 1473 separate houses and 986 townhouses, and most households rent rather than own.
Access is the practical wrinkle, especially in the apartment blocks along Sandgate Road where a repair in one unit touches the neighbours below. The tenant controls the home day to day, so a repair visit needs the tenant's go-ahead on timing and entry, arranged through the owner or manager before we attend.
Faults differ by dwelling. Cottages on streets like York Street carry old supply pipes that fail in different ways from a unit's fittings, and a hidden leak under a slab can run for weeks before anyone above notices it.

Rental Plumbing Questions From Nundah
Call (07) 3524 7137Who has to arrange plumbing repairs in a Nundah rental?
The owner or property manager does. The Act makes them keep the place in good repair for the whole tenancy, and the tenant reports a fault as soon as they notice it. A routine repair must then happen within a reasonable time.
What plumbing faults are emergency repairs in Queensland rentals?
Gas leaks, a breakdown in either the gas or the water supply, and a toilet that blocks or breaks all qualify. The list also includes flooding, a burst water service, and the failure of an appliance the tenant relies on for cooking, heating or hot water. Whatever the Act leaves off is routine.
Can a tenant book their own plumber for an emergency repair?
Yes, but only if the emergency contact named in the agreement cannot be reached within a reasonable time. Either the tenant or the property manager may then arrange a suitably qualified person, with the repair cost capped at a maximum of four weeks' rent.
What happens if a rental in Nundah is not water efficient?
The owner or manager pays for a reasonable amount of water, and the tenant can only be asked to pay the excess. This applies where the property is individually metered and the agreement says the tenant pays. The Act leaves 'reasonable amount' undefined, so the parties agree on it as a special term.
What does a water efficiency check involve?
A plumber measures every indoor cold tap, mixer tap, showerhead and toilet against the rental limits and reads each fixture's WELS star rating and water use. Any fixture that falls short is replaced by a licensed plumber. The check itself does not come with a certificate or report.
